It gives you handy comparision instrument for type of payment your Treasuries  are making 

All joint Director Offices Are herby requested to see why some treasuries are reluctant in making  third party payment through cmp.

May I submit before you that this is Goverment resolution to make all valid third party payment through cmp . So some masure may please be taken to promote  those treasuries who are laging in making third party payment through cmp.
